Overlay can work when the existing tiles are firmly bonded and level, and the extra floor height is acceptable. Hacking and replacement is usually recommended when tiles are hollow, cracked across a wide area, or when waterproofing needs to be redone. Our recommendation depends on the site condition we see during inspection.
